Residential Construction

The Office of Energy Resources operates three residential programs to serve new construction, retrofits of existing homes, and manufactured modular homes.

New Residential Construction

The Energy Star® home program provides builders with a quality tested product.  As a RESNET accredited provider of building science training, the Office of Energy Resources trains and certifies Home Performance Specialists (HPS).  At the conclusion of the weeklong HPS training class, each candidate must pass a national certification examination, and must then demonstrate individual proficiency operating sophisticated home diagnostic testing equipment (blower door, duct blaster, and manometer) by correctly testing and interpreting the blower door and duct blaster test results on an actual home.  These HPSs work with participating home builders to construct energy efficient homes.

Northwest Energy Efficient Manufactured Homes

NEEM home are manufactured homes subjected to the same rigid requirements and standards as the site built Energy Star® homes.  Buyers can be assured these manufactured homes will not waste their energy dollars.

Retrofit and Remodel of Existing Homes

The Office of Energy Resource's Home Performance with Energy Star® program features diagnostic testing of the home - prior to the retrofit - by a Home Performance Specialist.  The first set of tests identifies the existing "performance" characteristics of the home and targets specific cost-effective improvement measures to improve the comfort, healthfulness, durability and energy efficiency of your home.  After home improvements are completed, the home is tested a second time the HPS.  This second quality assurance test insures that all improvements are installed properly and are delivering the intended benefits for you.

In addition to IED's loan program, home loans underwritten by Fannie Mae, Freddie Mac, VA, HUD, and FHA offer Energy Efficiency Mortgages.  Some institutions offer energy efficiency home improvement loans that can build the cost of improvements into your mortgage package.  You can find our more about energy efficient mortgages and home improvement lands by visiting the websites of Fannie Mae, Freddie Mac, HUD, FHA and VA loan organizations.
