Energy Efficiency and Conservation Block Grant
OER has received funding approval from the Department of Energy to implement its revised Energy Efficiency and Conservation Strategy (EECS) originally submitted in May, 2009. There will be three separate subprograms funded under the EECBG Program.
- Financial Incentives: $5,756,100 will be available in the form of sub-grants on a competitive basis for nine eligible activities which have categorical NEPA exclusions. The financial incentives will provide $5,756,100 in competitive funding to energy efficiency projects in Idaho. The proposal acceptance period will be November 1, 2009 to December 15, 2009 and is open to cities and counties that were ineligible for DOE direct funding based upon population.
- Renewable Energy: $2,378,050 will be available in the form of sub-grants on a competitive basis for the installation of renewable energy technologies on government buildings and for methane capture technologies. This will also be open only to cities and counties ineligible for DOE direct grants. This program is still being developed and proposal submission dates, forms, and requirements will be posted to the OER website as soon as they are developed.
- Building Codes and Standards: $500,000 in grants and scholarships to code officials throughout the state on a non-competitive, "first come, first served" basis to encourage adoption of and compliance with the 2009 International Energy Conservation Code (IECC) standards. This program is still being developed and proposal submission dates, forms, and requirements will be posted to the OER website as soon as they are developed.
OER has developed a partnership with the Idaho Association of Counties (IAC) and the Association of Idaho Cities (AIC) to provide a solid resource network for cities and counties applying for EECBG funding.
